Intermodal Logistic Center Infrastructure Support Grant Program Management
Improved freight movement near Florida’s seaports through grant awards and management. Created project schedules for each funding cycle including project selection, invoice review, quality assurance reviews and project close-out. Collaborated with FDOT Seaport staff to effectively utilize ILC grant funds at Florida’s 15 deepwater ports.

Rail Crossing Opening and Closure Program Management
Oversaw the statewide program charged with regulating all public and statewide railroad highway at-grade crossings. Owned direct responsibility for issuing permits required to open or close crossings. Coordinated with applicants, railroads, local governments, FDOT District staff, agencies, developers, and landowners regarding opening or closure requests. Received and evaluated all applications for opening or closure. Conducted site reviews. Engaged with the community by planning, facilitating, and hosting all public meetings as needed for railroad crossing opening and closure per Access management guidelines and Florida Rule 14- 97. Ensured program success by drafting agreements and permits for review by all stakeholders
and participating in administrative hearings when necessary.

Quiet Zone Review and Implementation
Coordinated with local governments on Quiet Zone applications and implementation. Advised local governments on Federal Rail Administration regulations for the establishment of Quiet Zones. Coordinated with the applicant (local government), affected railroad, the Federal Rail Administration, and stakeholders. Received and evaluated applications, participated in corridor diagnostics, and engaged with the community by planning, facilitating, and hosting all public meetings. Reviewed established Quiet Zones and ensured that state and federal databases accurately reflected the new Quiet Zone.

Florida Operation Lifesaver - State Coordinator
Directed all aspects of program operations in support of public education programs focused on preventing collisions, injuries, and fatalities on and around railroad tracks and highway-rail grade crossings. Scope of responsibility covered program development, relations with national stakeholders and safety partners, public education presentations, volunteer recruitment and training, grant acquisition and management, budgeting, and database management.
Florida Rail Highway Crossing Inventory Update
Ensured data accurately reflected safety measures at each railroad-highway at-grade crossing in Florida as well as planned improvements and incidents. Coordinated with local governments and railroads monthly. Made recommendations for improvements to the database based on user feedback. Provided training to database users. Coordinated with application developer for updates and improvements. Prepared the signal safety index annually to be used in the expenditure of federal grant money to improve rail crossing safety across Florida.
Competitive Florida Grant Program
Managed grants in the Florida Department of Economic Opportunity Competitive Florida program. Coordinated with rural local governments on economic development by working with local governments and other state agencies on asset identification within their community as well as marketing strategies, grant opportunities, and other community economic development initiatives. Authored economic development strategy guidance for use by rural local governments for asset mapping, attracting businesses, and increasing resilience in their communities.
Construction Project Manager
Managed relationships with all stakeholders, and created standards for success and project deliverables including design plans, specifications, and budgets. Planned all phases of the project lifecycle start to finish. Obtained all necessary approvals and permits. Ordered necessary supplies, tools, and equipment. Managed all sub-contractors and ensured projects were on time and within budget.
Florida Highway and Crossing Safety Improvement Program
Orchestrated operations for the Florida Highway-Rail Grade Crossing Safety Improvement Program and all tasks involved with expending $9 million annually from Federal Section 130 Safety funds for improved safety on Florida roadways. Conducted diagnostic reviews to identify roadway and signalization improvements to reduce hazards. Supported the FDOT Complete Streets initiatives that included rail projects. Led team of subject matter experts from local railroads, Federal Rail Administration, and FDOT representatives from Safety, Traffic Operations, and Rail Offices to optimize railroad crossing safety and quiet zone implementation in over 120 projects. Supported FDOT District Rail offices on various rail-related issues. Conducted stakeholder outreach and public meetings per Access management guidelines and Florida Rule 14-97.
